No! Any simple DISPLAY statement in the PROCEDURE DIVISION writes, by default to the screen (formal name CONSOLE or DISPLAY).
Some compilers will issue warnings or error messages if you try to define a file (SELECT and FD) with CONSOLE/DISPLAY as device.
In GnuCOBOL files assigned to PRINTER, DISPLAY, or CONSOLE in a SELECT statement should be specified as ORGANIZATION LINE SEQUENTIAL.
